Low Elo games tend to go out really long therefore giving Twitch his chance to fullbuild and melt the enemy team. Sacraficing lifesteal and saftey items, depending on your ardent support for heals the AD you get is crazy. Also with low elo having little to no macro about positioning, it gives you a chance to sneak and flank the backline, winning most teamfights late game.

The build is also really cost effective compared to rushing BORK first item, thus making you snowball even harder. This is basically a glass canon build allowing you to 1v9. You need to farm as much as possible and honeestly play really selfishly if your positive you can carry.

Early Game you would want to do a cheaters recall for a cull and then play safe, punishing enemy mispositions etc. Against poke heavy focus on farm and not to turbo int the enemy adc, hopefully trying to freeze undertower for hard matchups so jg can gank. Against matchups you win constantly try to shove as your q can get you out of alot of ganks, also creating priority in your lane to roam to drag or midlane.

This tactic is unknown to most low elo players (Iron to Gold) and requires synergy with both the enememy adc and support to counter. If enemy decides to try and poke you out to stop your recall they end up losing a lot of xp and creeps. Also it allows for an item advantage early and encourages you to focus on farm more with cull.
