Soraka is a situational pick
Pick soraka against champions that are either assassins or have a lot of burst damage (I gave examples and explained some matchups in "tiny threats").
Soraka's weakness is the lack of mobility so watch out for champions who are very mobile/fast and can catch up to you (ex: nami with Shurelya and hard cc with R-Q, seraphine R etc.)
