Percent Health damage and constant dashes, you need to get a slow off first to stun her.
Thresh
No matter what you do, he will hook your ADC, and there's no recovering from that. Only option is to pray.
Draven
High AD, doesn't need much to harm you since Zilean has low armor throughout the whole game.
Tristana
Outranges you, has two amazing distancing abilities, unkillable late game.
Caitlyn
The range which she can shoot you from is hilarious, if you don't have a good ADC to follow you up, say goodbye to the lane.
Nautilus
Hook hitboxes are a bit weird, and he's too annoying to follow with his tank capabilities.
Brand
He hits hard, and you can't really do something about it, even with Mikael's Crucible magic resist.
Soraka
Hard healing with her Astral Infusion will be a problem since you're both aiming for lategame, and she certainly beats you in that sector.
Morgana
Her shield nullifies your stun and your slow, you have no option but to wait it out, but at least you have Mikael's Crucible as your first item to counter her bind.
Zyra
Rooting multiple targets and being able to do so from a massive distance is quite hard for you, since you need to get to her.
Kalista
If she starts spearing you, there is no hope since her burst is massive, but if she gets heavily behind, she's easy to kill.
Lux
Heavy AOE abilities, not to mention strong AP scaling, but at least you have a "leave her root" card every two minutes.
Nami
Heals over every single skirmish, while simultaneously dealing damage with her Ebb And Flow, but if she doesn't have a good ADC, she's free for taking.
Kai'Sa
This is a matchup beyond your control, if your ADC is capable, no sweat, if he isn't, start sweating.
Bard
If he gets ahead, you're powerless, if you get ahead, he's powerless, it mostly comes to skill in this matchup.
Pyke
Skill matchup, he wont be able to hit a hook later in the game, but surviving the lane when he has two targets at a whopping 335 movement speed is the more difficult thing.
Ezreal
If he gets ahead, he'll do some serious damage, if not, everything he does won't stop you.
Rakan
His dashes are annoying, but when he's alone, he can't go too far with his W alone.
Braum
If he misses his Q, you have a free kill, not even W will save him from your slow.
Veigar
Isn't played a lot on bot nowadays, but his burst is nullified heavily with your items and spells. When (not if) your ADC gets caught in his Event Horizon use your Mikael's Crucible on him and you're free. If it's on Cooldown, you have your ult for a reason. If both are, good luck.
Blitzcrank
His ultimate Static Field is really annoying when you're trying to ult anyone, including yourself, so try to keep distance. Dodging his Rocket Grab lategame is child's play.
Leona
If you get hit with her Zenith Blade, you'll probably have a fraction of a second to ult yourself, if she misses it, you can easily turn on her since she doesn't have any mobility spells.
Janna
Always has Eye Of The Storm versus your poke, but no real protection for the ADC afterwards without her Monsoon, but then she's a sitting duck for your Time Bombs.
Senna
You can't use targeted abilities on her if you can't see her, other than that, nothing can stop you from slowing her to a crawl.
Alistar
If he gets personal, he's dead, just wait for him to use his ultimate to use your second slow.
Jhin
His speed is useless since he wont be moving faster than 150 units per second, and he's played with lethality for some reason now, so no crits for him.
Yasuo
He has no movement abilities except his E, and he has to get personal to use it, so slow him down and book it. His dash speed is also dependent on his movement speed, so even if he uses it, he won't be getting very far in comparison to you. His Wind Wall is useless against your Time Warp but for some reason, they still try to use it.
Jinx
Get around her Flame Chompers and she's screwed, even her Zap can't stop you.
Ashe
Annoying poke, other than that, she doesn't have much to go with, not even her Enchanted Crystal Arrow will be able to stop you.
Ashe
Slow and speed, what else could you want?
Aphelios
He has no real mobility, so with you beside him, he has everything he needs.
Draven
I mean, good luck catching your Spinning Axes, but other than that, he's freakishly strong, since his passive League Of Draven isn't lost with your Chronoshift.
Jhin
Want speed? This is it. Seriously, if he gets one proc of his crit, he's never gonna lose the target.
Hecarim
Bursting the enemy's ADC since level 2. You can either speed him up or slow down the enemy, depending on the situation.
1v1? Slow down or speed up.
Teamfight? Speed up.
Kalista
Her passive Martial Poise increases her dash speed with her movement speed, not to mention that she's auto attacking during it, so one speedup is in most cases a kill.
Master Yi
So fast. An already unkillable champion being even more broken. If he gets to the point of buying Guardian Angel, the game is over.
Rammus
The perfect engage, Rammus rolling in with his Powerball at the speed of probably over 900+.
Singed
Even if he's behind, he'll be quite annoying running around their backline with 700+ movement speed.
Vayne
Invisible dashes with movement speed, it will be like she's flashing all over the place for the enemy.
Yasuo
Nothing scarier than a good Yasuo running you down with his already high movement speed even more increased.
Zed
Easy to catch up with his targets without using his Living Shadow or using it to gain even more closure on a target.
Warwick
Jumping from the moon with his Infinite Duress, even if his Blood Hunt isn't active.
He has problems catching up to enemies, but not anymore with you around.
Kai'Sa
She already has a lot of mobility, but why not increase it? She can't auto attack when she uses Supercharge so now she's able to go in more easily with your speed.
Ezreal
He can catch up with his targets more quickly, but other than that, you don't have anything to go on.
Jinx
If she gets a kill or an assist, it's a snowball from there, dependant on the player type though.
Lucian
He has some synergy with his Ardent Blaze giving him movement speed, but other than that, nothing special. If he gets ahead, just speed him up and he's all set.
Caitlyn
Nothing to do, she's always in the back, so you can't really assist there.

Volibear
A 5000 HP tank coming at you with 700+ movement speed and flipping you into his team with Rolling Thunder https://www.mobafire.com/league-of-legends/ability/rolling-thunder-445 sounds scary, doesn't it?
Kog'Maw
He has problems catching up to enemies, but not anymore with you around.

I mean, hey, it's fun zooming around and spam-laughing at the enemy when you're two feet in front of them with 700+ movement speed, or slowing them down for 5 to a basically 110 movement speed, which is even more annoying than being rooted for that long. We all know and love Morgana's bind, right?
This build is meant to take off some pressure of your shoulders, or just to warm you or your teammate up for the games up ahead.
People like taking Zilean support as an APC, but in my opinion, isn't it better to mentally torture your opponents with your constant slows, stuns and revives? Let me remind you that Zilean has a cooldown of 33 seconds on his ult with 45% on level 16, and stopping someone important dying in that phase of the game is really vital to winning.
Explain runes, pls
Summon Aery is used for shielding and poking enemy early in the game. Manaflow Band Zilean struggles with mana when you don't have mana regeneration early in the laning phase, so you're going to poke with: Time Bomb if the enemy laners are always behind their minions, or Time Warp if they're in the middle or pushing, since you can easily engage with Time Bomb stuns afterwards. Transcendence is perfect for the early additional 10% Cooldown Reduction, since you're not trying to really engage before you get your "power spike" of spamming abilities. Gathering Storm is focused for lategame, and that's what you're aiming for. Magical Footwear is a good boost to Zilean's base speed of 335 movement speed. You gotta have proper boots to resist the slowdown abilities as well, these built into Boots of Swiftness works perfectly, and you don't have to worry about using 300 gold to buy them, you can focus on getting Control Wards and a Refillable Potion. Cosmic Insight is what makes you even more annoying later in the game, giving you Cooldown Reduction on every single thing in your kit and raising the cap by 5%, it's nothing special early, though. Ability Haste Cooldown Reduction, obviously. Adaptive Force Adaptive Force for a bit of a harder poke or a better shield, but it ain't much, you can switch it for some Shield since you won't be building it until lategame, or at all. Flat Health Health is not that bad since he's squishy, but if you're going against a full AD team, you can go for both Shield
