An exceptional Bard can do Nami's job better than hers, making him a serious threat. He also has burst. Lots of it.
Morgana
Morgana can spell-shield Nami's CC and E slows, but (in my opinion) if played right, a heal-based champ always beats a shield-based champ. Also, Nami is a slippery fish that can dodge binds pretty well.
Rakan
Rakan is a puny close-range(and not so tanky) champ in the eyes of Nami, which means, if positioned correctly throughout laning phase, Nami can make Rakan's existence a living hell. It's very difficult for him to land a knock-up on her, and if/when she escapes, she can bubble him before his animation is complete. She also out-heals him by a landslide.
Pyke
At peak gameplay, Pyke outmaneuvers and overwhelms Nami completely, and he'll gut her like the fish she is.
Blitzcrank
Nami can very easily dodge his hooks, and can punish him for daring to walk close. However, an amazing Blitzcrank can sometimes pull something off on Nami, but she still wins the general match-up easily.
Thresh
Thresh has lots more tools to fight back a Nami compared to Blitzcrank or Nautilus, and can exchange auto-attacks with her, but it is ultimately an even match-up that comes down to skill to determine who wins.
Nautilus
Nautilus needs to land his hooks to really do anything to Nami, but that isn't as hard with his massive anchor. Otherwise, Nami bullies him completely in lane.
Brand
Brand, ironically enough, being fire-based, is an extreme threat to Nami. His harass is stronger than yours in all aspects, and he will always win in terms of damage. You simply need to try your best to dodge his abilities. You don't want him harassing you and your ADC out of farming.
Sona
This match-up is just about dead even. You heal more than her, but she'll outdamage you a bit. you have the same mobility, and similar CC. Sona is practically DDR Nami. It all comes down to skill.
Soraka
Soraka heals more than Nami, but that's just about what she has against her. If done right, Nami can crack down on Soraka by slipping through her Q and E and bubbling her, allowing for an ADC follow-up You have more of a lane presence than Soraka in terms of harass/poke/damage.
Lulu
Lulu doesn't really excel into Nami in any way, but still holds her own enough to not be completely dumpstered by her. Nami has heals that Lulu doesn't but Lulu can turn fights with her ADC simply with Polymorph and her ultimate.
Karma
This lane comes down to who hits what. Karma and Nami trade pretty evenly, and Nami can dodge Mantra-Q somewhat easily, but Karma is also hard to crackdown on. Purely a skill-based match-up to determine the winner.
Janna
I hate to say it, but Janna tends to out-trade Nami with ease, and is a pain for her to deal with. Janna's prime disengage makes it hard for Nami and her ADC to secure kills. Though, it's also hard for Janna to do anything meaningful in terms of offense, and ultimately comes down to the enemy ADC. Heals>Shields still.
Leona
Similarly to Thresh's match-up, Leona vs. Nami is purely skill-based. Nami can certainly bully Leona in lane, but Leona can very easily time an E well and go all-in, which is what she's best at. Hit your bubbles to prevent this. Sliiightly skewed in Nami's favor, but not enough to make Leona a mere minor threat.
Braum
Nami harasses Braum with ease, and almost counters him with her bubble. His shield will seemingly either make the bubble's hitbox bigger, or land it prematurely. You win very easily if you play smartly. It does suck that his shield eats up your ultimate, though, and that's what keeps this match-up from being a tiny threat for Nami. Also, never underestimate a Braum. With the right timing, he can easily decimate you with his ADC.
Lux
Entirely skill-based. Lux wants to land her skillshots to win. If she doesn't, though, Nami wins.
Tahm Kench
Especially in his current state, Tahm Kench is a breeze for Nami to deal with. To even attempt anything, he needs to use Flash. You easily harass him, bubble him, and make his existence irrelevant.
Taric
Taric isn't much of a threat for Nami. She easily harasses him in lane, and out-heals him by a ton. She slips away from his stun like it's nothing. If he ult-engages, her disengage gets you and your ADC out of the fight without breaking a sweat.
Yuumi
This would be even, as Yuumi heals somewhat on-par with Nami, and has a better ultimate, but Yuumi doesn't really do much against Nami for her to be a threat.
Zilean
Really just depends if he lands his Qs. He has no sustain, and you tend to win trades if they don't go catastrophically for you. She can slip past his Qs, but he can also prevent her from doing much else. A strange match-up.
Zyra
Similar to Brand in terms of out-trading and such, but it's a much more positional-based match-up for the both of them.
Vel'Koz
Would be even, but he can easily out-trade and out-range a Nami. Still skill-based, though.
Jinx
Nami and Jinx work perfectly for maximum CC and strong poke. Jinx greatly appreciates Nami's E buff, and Chompers work great with Bubble.
Jhin
Jhin and Nami are a great pair. Jhin loves the slow buff from Nami's E, he loves the movement speed from her passive, and his root works perfectly with Nami's bubble for a CC chain. A good combo with them two is Nami E-ing Jhin, him AAing for a slow, allowing for an easier root to hit, followed by a bubble. Of course, he also loves some chunky heals while he reloads.
Draven
Draven loves Nami as his support. One Nami E means that Draven can catch up to an enemy with her passive, slow them, and deal extra damage. Draven is probably the best user of Nami's E, with Jhin being a close second.
Caitlyn
Another champ that allows for a good CC chain with Nami. Caitlyn loves an enemy bubbled, only for them to land on a freshly placed trap at the end of its duration. Of course, she loves Nami E+passive stickiness, and those sweet heals.
Kai'Sa
Of course, any Kai'Sa would appreciate a good Nami. However, there isn't a whole lot of synergy going on. Kai'Sa probably much prefers a support that bursts with her a bit more.
Varus
There isn't too much going on with Varus+Nami, but he does greatly appreciate all the Ardent Censer procs he gets from her W and E.
Vayne
Vayne and Nami work amazingly together. Their passives contain lots of synergy. One Nami E means Vayne secures her target, essentially. And, if pulled off in the right direction, a Condemn+Bubble is a great CC chain.
Xayah
Xayah and Nami are pretty good. Xayah appreciates Nami's E so that she can approach easier and try to get a root, resulting in a possible CC chain. It can be iffy, though, keeping it at just a 4.
Sivir
Sivir loves Nami's E+passive with her own passive, making her very sticky. However, there isn't much possibility for a CC chain, keeping it at a 4.
Ezreal
Ezreal surely appreciates a Nami, and his Q does proc a slow from her E, but it sort of ends there. Ezreal can't follow up a Nami bubble with any CC, and doesn't really burst enough health in the time they're bubbled.
Kalista
Kalista enjoy Nami's E+passive very much, and lays into the enemies while they're bubbled so that she can hit a huge E, but there are better supports suited for Kalista.
Ashe
Ashe and Nami's passives(as well as Nami E) work greatly together, allowing for maximum stickiness, but what keeps them from being a 5 is the slight redundance of all the slows, as well as Ashe's CC chain being through her ultimate rather than an alternate ability.
Miss Fortune
Miss Fortune loves Nami's E+passive for stickiness, and MF's E can lead directly into a bubble quite easily, allowing for MF to ult during the stun's duration. Miss Fortune has the CC and burst that Nami wants to work with in order to dispatch of enemies quickly.
Lucian
Lucian does benefit from Nami E+passive and bubble pretty well, but that's where it ends. He has no form of CC chain with her, and much prefers some different supports over her.
Tristana
Tristana loves Nami bubble, as it allows her to stack her bomb E damage very easily. However other ADCs benefit more from Nami's E+passive as a form of engage/disengage, while Tristana has an engage/disengage of her own. As well, Tristana has no follow up CC for a chain.
Kog'Maw
Kog'Maw, as is known, enjoys any champ that can give him Ardent Censer as much as possible. However, Kog'Maw doesn't have too much of a good CC chain, and he benefits from a Janna or Lulu much more, primarily because they can give him a really good disengage(which he needs).
Yasuo
Whether he's mid, top, or even your ADC, Yasuo absolutely adores a Nami. She can proc his ultimate with two of her abilites, being Q and R, as well as providing him with Ardent Censer and the classic Nami E+passive for stickiness. Samurai loves Sushi.

Essentially, this build allows for maximum cdr, maximum mana regen, maximum heal/shield power, and maximum scaling. Everything you build, everything you buy, it all comes together to provide Nami with tons of usefulness through the entirety of a match. You're building support items, while at the same time building up a bunch of AP as the match progresses. She's certainly weaker early on, due to high cooldowns and mana costs, but she'll end up being the Ardent Censer-slinging, bubble launching, auto-attack buffing, chunky healing, lovable fish we know. I do feel that this is the most optimal build for her by a landslide.
