Senna is really annoying to play against, even if Varus is a really good early game laning champion, she out ranges and out pokes him while also not having to farm. thus getting more souls and ultimately out scaling him. This is still winnable but if the Senna player is really good, the lane is in her favor.
Miss Fortune
Miss Fortune is a really strong champion that has a solid laning phase just like Varus. However if she gets a few kills she absolutely accelerates out of control and her damage is stupid. Her E is also a really big cuck for you and it can be harder to hit ults on her or Qs because of her extremely high out of combat movement speed. Shes also very safe and reliable, and her teamfighting is amazing.
Vel'Koz
This champion is extremely obnoxious, has double the range of you, can poke you on every cs you try to take, has very low mana costs and extremely high poke and purst damage, while his E also provides him with safety if you try to run towards him. He absolutely demolishes short range marksmen in botlane and is an extremely underrated champion both as a botlaner and a support.
Heimerdinger
The same thing about Vel'koz can be said about Heimerdinger. Extremely high range, huge poke and burst damage. He's also quite immune to ganks and can take your turret plates extremely fast, especially if you pair him up with another mage, such as Fiddlestick, Zyra or even Vel'koz.
Cassiopeia
Cassiopeia can demolish you in extended fights and outscales you, especially when she gets tear you can't really do anything except ping ponging waves with her. The only way you have kill pressure in this matchup is with your jungler, or if you manage to negate her damage with your support/kill her instantly with your root and followup cc or go lethality with a mage support and poke her out of lane.
Morgana
An annoying champion that makes you think twice before using CC. Getting hit by a Binding is almost always a death sentence considering Varus' little to no mobility. She is also really hard to kill because she typically builds Zhonyas and other semi-tanky items.
Bard
Bard is the worst nightmare for immobile champions, because he punishes positioning. He can bring other members into your lane and set you up on a golden plate for his allies. He's also extremely fast. hard to kill, and deals way too much damage.
Zyra
Same as Vel'Koz and Heimerdinger. She is extremely oppressive against low range marksmen/supports.
Pantheon
Dive champions can make your life a nightmare since they just jump into your lane and you can't do anything about it, even if you try to flash out most of the times.
Nocturne
Dive champions can make your life a nightmare since they just jump into your lane and you can't do anything about it, even if you try to flash out most of the times.
Rengar
Dive champions can make your life a nightmare since they just jump into your lane and you can't do anything about it, even if you try to flash out most of the times.
Vladimir
Vladimir can easily enter the backline and demolish you if you are not careful with your positioning.

Makes Varus and absolute monster in lane, can trade very well, can follow up on his ulty with 2 extremely powerful cc spells, can peel, heal and buff autoattacks and also buff his movement. I consider this synergy Varus's best one.
Braum
Braum is really good against other engage supports and provides Varus with safety, peeling and cc. Don't pick him against poke mages because he will suffer.
Thresh
Provides enough cc and peeling as well as W for safety. Don't pick him against Zyra because he will suffer.
Tahm Kench
Tahm Kench is really nice against compositions that like to come into you or engage on you, He can save Varus from extremely deadly situations. Don't pick him against poke mages because he will suffer.
Zyra
Taric
A best of both worlds. A tanky cc support with keeping the carry alive capabilities. His R is really effective in teamfights since it can make Varus step up without any threat of getting oneshot, while his other spells boosts his defenses and follow up on his cc which makes Taric a really neat support.
Xerath

Not quite as good as Lulu Kog or Lulu Twitch but she still boosts his on hit damage quite a bit but doesn't really have good kill pressure in lane.
Janna
Extremely passive supports suck with Varus and do not provide him with anything in lane where he is really good at. Janna can still poke, but she has no way to follow up on his stuff and gain leads.
Sona
Extremely passive supports suck with Varus and do not provide him with anything in lane where he is really good at.
