Im not saying ryze is best top but hes prob at least tier 2 high tier 2. Also like guy said above irelia is making some what of a come back.
Biggest thing is ryze got was 54base hp increase thats huge thats 2 hp quints worth of hp so he is less likely to die early which was biggest issue. Plus his range on q is now alot better but not as high as it was b4 when he was op.

Very situational and sucks balls late game. He beats some top laners that can't deal with his early damage output but as far as I can tell he also loses to quite a few. I played him in a few 1v1's with a friend who played riven. Xin facerolls her pre-6 because he doesnt give a **** about her mobility and Q damage is too high for riven to handle.
Also, Irelia lower tier than Garen? I feel like you're heavily underestimating her.

I've tried to make top lane 
Xin Zhao work since his S2 rework, multiple times in S3, and even a little bit this preseason. He sucks. Too easily ganked, clunky trading, easily kited/avoided with Audacious Charge on cooldown, doesn't really scale well at all. The most he can do is counter very specific top lanes.
Hell I've seen more success with him mid lane against immobile mages.
