Have to see more of ryze before I make a concrete decision on him.
Garen is not bad by any means. Play him a few games and you'll realize he isn't weak at any point of the game, and teamfights fine even against kitey comps with flash up. Irelia has a weak pre-6, and only a slightly above average post 6 compared to good top laners. She is also unspectacular in teamfights for multiple reasons.

Irelia is a very specific champion, as in you MUST do so some things in order to succeed, there is very little leeway when it comes to her. And by this I mean look at how Wickd and that dude that hit Challenger playing only that overnerfed annoying ***** do well with her.
And she loses way too many matchups. And people think you can all-in all the time with her. And.
Ryze is very similar to what he was pre-nerf. Absolute **** early game, his CS'ing is difficult so you can punish that easily by pushing waves, kill him 3 or 17 times but he still manages to become a late-game monster with only 3 items.
IMO he isn't top tier in SoloQ, tier 2 I guess, because if you give him the doge treatment he will take too long to comeback. Make it happen, because late-game he is God-tier.

By that logic mundo should not be tier 1 any more he loses to most people early on. Shyvana and renk bully him hard any most top laners now hes good mid to after 1 or 2 items but he sucks in very early game.

I thought I would play her for fun last night. I ended up matched up against a Garen. I figured it would be a rough matchup as his Spin to win combo would destroy me if I let him get it off. So, I just tried to CS and let him push me under tower and farmed from there. If he got too bold I tried to punish him(stun once he grabbed tower aggro). I enjoyed playing her, but I feel like she is almost a clone of Jax who is just weaker in lane. Still she was fun to play and I may use her more if the enemy team doesn't pick Renekton or Jax. As you said, you can't just all-in with her like you can some other top laners. At least not until you farm up and get an advantage with your items.

Personally I have never had an issue with Irelia since her big nerfs. Her all-in potential feels low-ish to me and her sustain is really not what it used to be.
Her pre-6 is terrible but after that she can beat most matchups if you managed to stay equal and treat your mana with care. Exceptions being Jax and Renekton, but who doesn't get beaten by renekt in lane?
