My theory on it is if I am running a mana intensive jungler and I have a mana using midlaner, I'll get
Hunter's Potion since I'm likely going to be handing off Blue buff. Or if I have a mana intensive jungler and my Blue buff gets stolen early I may also consider getting it. But I'm at best a Bronze/Silver scrub, so take that with a grain of salt.
