Pros of the Spell Vamp Build

Hard to kill throughout the game.
Great sustain in lane.
Capable of surviving in teamfights for a long time.
Great AOE dmg in collaboration with his ultimate.
Gets over 3.5k Health(rylais) or 4k health(warmog's)
Ap Mid Pro's
-
Huge amount of sustain
Great damage throughout every phase of the game. (more than the ap tank build)
Able to take on most opponents even if counterpicked.
Can produce huge amounts of aoe and finish of a squishy (carry) with one combo of his abilites +ignite. While still saving his W for getting away.
A great constant aoe damage champion.
Cons of the Spell Vamp Build (AP top and ap mid)

Whether it be the ap tank or ap mid build both remove quints that can be used for movement speed runes, something that is really necessary for vlad.
Vlad has no real means of hard cc
Ap top vlad has less damage output than ap mid(noticeable)
A very slow moving champion
Early game can be difficult if played incorrectly because of cooldown on Q
