Introduction
The opposing team will cry "noob build!" when the see it early, but they don't know what's about to hit them. Pay no attention because once you get rolling with this build the complaints of "OP champ" and "WTH how long is your ult cooldown?" will come. If you're really on top of your game the enemy may even call you "pro"!
Use this build, you won't be sorry. If you like it and destroy your opponent, please leave some feedback and vote.
My first try at a build here so please keep in mind it's the content...not necessarily the presentation.
Chosen Runes are my preferred items for this build. I've also included Armor penetration at times which also works well. Stay aggressive with ability and penetration type runes.

The item build I use is usually the same through the Morello's Evil Tome where I may use what I've placed in the guide or use an alternative of Wit's End- Rabadon's Deathcap or Rabadon's Deathcap - Will of the Ancients.
It may look a little unorthodox but the build works great. Stay loose early and don't overextend. Remember to use your range to your advantage and go for the kill with combos, with Ziggs Ignite them and chase them down with one last long range Bouncing Bomb!
Health Potion - Use the health to stay in your lane until you have enough gold for the Sheen
Boots- Now you'll have a little more speed to close on the enemy, or escape if you get ganked
Blasting Wand - This will help inflict some serious early ability power damage
Boots of Swiftness - It's worth giving up some penetration for the extra speed. Once you have this with the Lich Bane Ziggs will really move fast
Lich Bane - Now you can start to take control of the game
Fiendish Codex - Reduce the cooldown some more
Nashor's Tooth - Nobody uses this but it rocks
Fiendish Codex - Reduce the cooldown even more
Morello's Evil Tome - This completes the basic build and now it can go different directions based on what the enemy team is doing.
I usually finish with:
Malady and then Hextech Revolver- Will of the Ancients.
Sometimes I will opt for the Wit's End- Rabadon's Deathcap or Rabadon's Deathcap - Will of the Ancients.
I find going with armor or magic protection late in the game usually doesn't do much good, if Ziggs gets caught by a team at close range you're going to be dead anyway. If defense is desired go with the Frozen Heart to take advantage of the additional cooldown.

Masteries of Offense and Utility emphasizing speed and cooldown.
I don't bother with any defensive masteries, this is all about offense and crushing opponents. Sure you'll steal some kills from team mates. It will even out though as this build will usually net you a numerous assists. It's not unuasual to have twenty plus assists with this Ziggs build.

Generally I go with Clarity and Ignite as my two spells. Clarity will be very useful early in the game as Ziggs uses a lot of mana very quickly. Restoration of mana is often the difference between getting an early kill and being killed early. As the game and your build progress the mana from Clarity will no longer be needed and therefore I substitute Teleport as that spell can be useful throughout the entire game.
The second spell I always use is Ignite. Finish off enemies with Ignite and especially if you're playing against a Tryndamere who never seems to want to die!

Early game make sure to stay back in engagement using range attacks to harass and wear down. Using combos plus ignite there should be some early kills. Be patient early and farm taking shots at the enemy when they are there but make sure to leave room for escape because Ziggs will be slow until you have the boots.
Zap the enemy with Ignite, cut him off with some Hexplosive Minefield, and bounce a bomb into him from long range when he thinks he made it to his turret. Sure you'll get the angry cries of "OP champ!", we know it was all skill though! lol.
At level 6 you will have your Ult, use it as a final in a combo or gank other lanes to help your team. Watch top and bottom if you're in the middle and when enemies are low sneak up with your Mega Inferno Bomb for a nice long distance kill or 2. Then it's back to th middle to kill of that guy who just notice you're MIA. Oh no, he's back! Blow him up and watch the countdown to the 20 minute surrender.
Once the Boots of Swiftness have been purchased it's time to start getting more aggressive. Movement speed will get you to areas all over the map to use the Mega Inferno Bomb to take out groups of enemy champs. Together with the Lich Bane Ziggs will be moving so fast he will look like he's in a strobe light from all the rapid bouncing as he runs...don't look at him to avoid possible seizure!
As cooldown times are reduced with the purchased items you will be able to spam enemies with Bouncing Bomb and cut off their retreat in team fights with Hexplosive Minefield.
Don't forget to use your Satchel Charge to escape pursuit by launching yourself forward and the enemy back. The Satchel Charge is also a great tool to help your team mates get away from pursuit.

Pros - Super fast movement, fast cooldown for spamming bombs and ults, and rapid fire passive! Overpower your enemies and kill-kill-kill in team fights.
Cons- A little slow early until you get the Boots. Once you do you will rock the map.
