It actually DOES stack, but with a reduced effect (and I think it stacks multiplicatively, to make it even worse). But 35% of 30% applied multiplicatively after your other slow would mean removing 27 movement speed from someone who's already at like 250 MS. The difference is barely noticeable and buying more damage instead of Mallet would mean you have to chase for a shorter time.
It's pretty clearly isnt worth it. In fact, you generally dont want Mallet on any ranged carry. I think I bought it like one or two games out of 100 in order to survive the other's team's burst as Tristana (when my team hadnt enough CC/common sense to protect me) But I disgress.

That's why Frozen Mallet is a really bad item on Ashe.
the main reason for mallet being bad on ashe is that she actually has the slow for kiting, chasing and mallet wouldnt change that very much/at all. The slow is all about ashe having the ability to reposition in teamfights. Plus alot of her utility comes from her volley, which doesnt apply mallet.

The Frozen Mallet is a really BAD item for Ashe Why? beacuse you already have your passive and you don't want to waste that money that can would be for a Phantom Dancer or a Trinity Force.
Just keep an eye in the enemy that you are chasing, because if he has a Warden's Mail or a Randuin's Omen you will prefer use your Volley to slow him.
