The main thing about Soraka and health regen would be the lane, as she then can sustain forever. After that, it kinda doesn't matter anymore anyway.
First, you got to choose if you wanna go Relic Shield or Ancient Coin. Relic Shield would scale better with the build you are going and you would have a shield on top of the heals, Ancient Coin gives more lane sustain. Also, you can only really use Relic Shield if you can tell your lane partner which minions you gonna last hit, something near impossible in solo queue. So most of the time you will go with Ancient Coin.
Then you go the normal support route for early getting Sightstone+upgraded support item. As for boots, as Soraka gains bonus MS if you run to wounded allies anyway, you can use Ionian Boots of Lucidity. Now finish the support item, don't finish the ruby sighstone yet. Most of the time, afterwards, the game will end as you don't have enough gold. But if you got the gold, try to maximise your health regen.
Spirit Visage, Warmog's Armor, then Ruby Sightstone, then Randuin's Omen. Of course, you will finish that, but if you do, you will be very hard to kill and you have high regen thanks to the Warmog's Armor+ Spirit Visage combo. And, if you now have face of the mountain, you gonna shield for a great amount of damage.

You can get Spellthief's Edge on Soraka, first off.
second, don't buy Relic Shield on a ranged support that isn't Thresh. Soraka has a terrible auto-attack animation, plus nothing to improve her auto-attacks to make last hitting easier.
Face of the Mountain isn't optimal on Soraka and neither are Warmog's Armor or Spirit Visage. Spirit Visage is generally fairly weak and better replaced by Locket of the Iron Solari or Banshee's Veil, despite its passive. Face of the Mountain's passive is just wasted on Soraka, as opposed to both Frost Queen's Claim and Talisman of Ascension.
Third, always Mobility Boots. Always. Soraka's new passive doesn't give her extra movement speed she can use to gain superior vision control and Ionian Boots of Lucidity aren't that great anyways.

Given that maxing Astral Infusion first will basically guarantee you lose lane against competent players, is actually is. As is currently, maxing Starcall first is easily the safest way to play Soraka, with Astral Infusion maxed second, as you shouldn't be spamming it in lane anyways.
You can take hp/5 quints (though I wouldn't, armor is superior), but you should still have either health seals or a combination of health and armor seals with hybrid pen/magic pen marks and either a mix of scaling and flat MR or a mix of flat MR and CDR. You can opt for flat AP in quints and glyphs instead, which is also pretty effective.
Soraka's role is no longer to just spam W, and there's no reason to play her that way anymore.
