  Why does Lucians Piercing Light act like a point-click

  I just don't understand why Lucian's q can't just work like Ezreal's q or other skillshots, it's really annoying when i'm trying to harrass my enemy and instead of using my q, i walk forward because i'm so used to using skillshots that i put my mouse over the ground behind them instead of actually on them. I was just wondering if there was an actual plausible reason riot would do this?

  I've wound up playing against a Heim supp a few times, and it seems like I can't really counter him with anything I know of, He does so much damage, and it's hard to even pressure lane because of his turrets, I'm just wondering what is a good champ or something I can do to counter him in the first 10 minutes or so of laning.

  Hello, I dont know what Champion I should buy. I cant decide bewtween Lulu and Lucian. I often play Top or Botlane but sometimes Midlane too. When I Play Botlane I play ADC. I dont play Aram and I just play on the "normal" map Summoner's Rift. Which of this two Champions sould I buy? I only have the Money to buy one of them.
